Notice is hereby given that the City of San Luis Obispo (City), as lead agency, has prepared and is recirculating portions of the Draft Environmental Impact Report (Draft EIR) for the San Luis Ranch Specific Plan Project (Project) for public review and comment pursuant to the California Environmental Quality Act. (Pub. Resources Code, section 21092.1; CEQA Guidelines, section 15088.5.) Notice is provided pursuant to CEQA Guidelines section 15088.5(d). The portions of the Draft EIR being recirculated relate to the Project’s energy impacts and include portions of Section 5.0, Other CEQA-Required Discussions.

Project Location
The 131-acre San Luis Ranch project site is located in unincorporated San Luis Obispo County, surrounded by the City of San Luis Obispo, and within the City’s Sphere of Influence. The project site is bounded by residential uses and Madonna Road to the west, commercial uses and Dalidio Drive to the north, U.S. Highway 101 to the east, and the San Luis Obispo City Farm to the south. Prefumo Creek is located south of the site. The site is identified by assessor’s parcel number (APN) 067-121-022.

Project Description
The San Luis Ranch Project consists of a Specific Plan, General Plan Amendment/Pre-Zoning, and Development Plan/Tentative Tract Map for the 131-acre project site, including annexation of the site into the City of San Luis Obispo. It would also address a Development Agreement/Memorandum of Understanding, which provides a mechanism for project implementation. The project is intended to be consistent with the development parameters described in the City’s Land Use and Circulation Element (adopted in December 2014). The project includes construction of up to 580 residential units, 150,000 square feet of commercial development, 100,000 square feet of office development, and a 200-room hotel, with a portion of the site preserved for agriculture and open space uses. The project is planned to be constructed in six phases.

Draft EIR
The Draft EIR was prepared and circulated for review from December 9, 2016 to January 24, 2017. The review period was extended to January 30, 2017 to provide additional time for comment. The City responded to all comments on the Draft EIR received on or prior to January 30, 2017.

Recirculated Portions of the Draft EIR

The portions of the Draft EIR being recirculated (“Recirculated Portions”) relate to the Project’s energy impacts. Pursuant to CEQA Guidelines section 15088.5(c), if the revisions subject to recirculation are limited to a few portions of the Draft EIR, the lead agency need only recirculate the portions that have been modified. The City has determined that a restructured discussion relating to energy impacts should be incorporated into the Draft EIR and recirculated for public review and comment. The Recirculated Portions of the Draft EIR include revisions to the portions of the Draft EIR specifically regarding: Section 5.0, Other CEQA-Required Discussions, for readability, clarity, and consolidation of information previously included in the text and appendices. The portions of the Draft EIR that have been modified to include pages within Section 5.4, Energy Use and Conservation.

Public Review:
The 45-day public review period for the Recirculated Portions will commence on Friday, March 3, 2017 and end on Monday, April 17, 2017 for interested individuals to submit comments on the document.

The City will respond to new comments related to the Recirculated Portions submitted prior to April 17, 2017. New comments that do not relate to the material that has been included in this recirculated document will not receive a response. (See CEQA Guidelines, section 15088.5(f).)

After all comments on the Draft EIR and the Recirculated Portions have been received, a Final EIR will be prepared and additional public hearings will be held.
