The Avila Ranch Development Project (Project) is proposed for a 150-acre site comprising three adjacent parcels (APN 053-259-004, -005, and -006) within the City of San Luis Obispo (City). The site is located at the northeast corner of Buckley Road and Vachell Lane, adjacent to the southern end of the City’s jurisdictional boundary. The Project site is currently undeveloped and has historically been used for agriculture.
The Project involves the adoption of the Avila Ranch Development Plan (Development Plan), including an amendment to the Airport Area Specific Plan (AASP), a rezone, and related actions to permit a mix of residential uses (68.23 acres), neighborhood commercial uses (3.34 acres), and open space/park uses (71.30 acres). The Project would result in construction of approximately 720 residential units, including 410 single-family units and 310 multi-family units. The Project would also include 15,000 sf of leasable Neighborhood Commercial space concentrated in the eastern portion of the Project site in a proposed Town Center. It is anticipated that the Town Center would provide small offices, retail shops, and service uses.
The Draft EIR was prepared and circulated for review from November 23, 2016 to January 11, 2017. The review period was extended to January 18, 2017 to provide additional time for comment. The City will respond to all comments on the Draft EIR received prior to January 18, 2017.
Identified Potential Environmental Impacts:
Recirculated Portions of the Draft EIR
The portions of the Draft EIR being recirculated (“Recirculated Portions”) relate to the Project’s energy impacts. Pursuant to CEQA Guidelines section 15088.5(c), if the revisions subject to recirculation are limited to a few portions of the Draft EIR, the lead agency need only recirculate the portions that have been modified. The City has determined that additional analysis relating to energy impacts should be incorporated into the Draft EIR and recirculated for public review and comment. The Recirculated Portions of the Draft EIR include revisions to the portions of the Draft EIR specifically regarding: Section 4.0, Other CEQA Sections. The portions of the Draft EIR that have been modified include pages within Section 4.3.3, Energy Conservation.
The 45-day public review period for the Recirculated Portions will commence on Tuesday, February 21, 2017 and end on Friday, April 7, 2017 for interested individuals to submit comments on the document.

The City will respond to new comments related to the Recirculated Portions submitted prior to April 7, 2017. New comments that do not relate to the material that has been included in this recirculated document will not receive a response. (See CEQA Guidelines, section 15088.5(f).)
After all comments on the Draft EIR and the Recirculated Portions have been received, a Final EIR will be prepared and additional public hearings will be held.
